So why does he keep injecting the zombies in the nose?

I guess there's some comedic value to it, but he does it every single time

Because he can inject into the brain without having to go through bone.

Zombies...no heartbeat...no circulation. As mentioned, nose has direct route to brain. Tranquilizer can only take effect by direct injection into brain.
