He was the blond haired officer who told Casey they only had a few more days together. The one telling him how the party had changed. Not Krill the other offices that didn't like Casey.

If it's the guy I'm thinking of, he was actually a redhead. The last time I recall seeing him, he's sitting at the officers' table during the party. Krill, in drag, walks down the table and gives each man, including Taylor, a smack in the face. Taylor isn't prominently seen again after this. I assume he was stuck in the forecastle with the other hostages and survived.
