Is this Steven Seagal's best movie?

I think it is :D

I think it's his biggest movie. And for me it's his best. Others may say an earlier one is better, but for me this is his best one.

More accurately, only good movie.

To be honest, I can't really remember seeing many of his other flicks. I'm sure I have seen at least a couple, but, case in point, they must not've left much of an impression.
Yes, it's obviously my favorite of SS. And, I'd agree it's certainly his biggest.
This really is a very good movie. It's not quite Die Hard, but it holds up against any other 'action' movies of the time, IMO. And it holds up over time, too. I've always loved this movie and always get sucked in to watching it any time I surf across it.

I like it and thought it was entertaining. Definitely Seagal's best film. Some of the plot points are ridiculous, but it has good action and some really cool shots. Never had a problem with the acting and thought Jones and Busey were great as villains. It also has lots of funny one liners. Solid 7/10 for me.

IMO his early films were better. I don't rate anything after his first five, because I don't think they come close to the quality of those first five. And, IMO Under Siege was maybe the best concept of the five, though it was an adaptation so I don't look at it the same as I do an original screenplay. Hard to Kill was definitely the worst (again of the five). The ones that came after 1994 were kinda 'eh' to me.

Here's my ranking, best to worst:

Above The Law
Out For Justice
Marked For Death
Under Siege
Hard To Kill

To me that first one just came off perfectly, hard hitting right out of the box, and our first ever glimpse of him *and* aikido. I think it was his best effort. But sometimes I'm torn because I really love out for justice. I think out for justice had the best characterization and writing, and all those rich cultural elements about the brooklyn neighborhood.

I'd say it was his last good one ---- Started going downhill after this. got worse and worse than straight to video

Won't disagree with that. He was pretty awesome, did this, and it was crap after that.

Yep.
