WHY DID NICK MANCUSO ACT SO SUSPICIOUS IN THE NAVY WAR ROOM WITH HIS PARTNER? WHEN THE SAID ''WE'LL JUST BLAME IT ON THE COOK'' WERE THE PART OF THE PLOT TO STEAL?

I think it is more of him trying to cover his ass. He was handling/responsible for Strannix, who went rogue. This whole incident was the result of his men bungling the assassination of Strannix in Miami. If things went badly for the Navy, he would need to blame-shift to get the attention away from/cover-up the CIAs failures and pinning the event on a man who already has a criminal record works well enough.

I always took it like he was in on the heist and was going to blame the failure of it on the cook to who ever was left that was in on it.
