Who's The Black Guy That Catches The Meat And Eats It?

There's a scene where Tommy Lee Jons throws a piece of meat at a black guy and he eats it. I thought it was Bill Duke (guy from Commando and Predator) but I looked up his IMDB page and he's not listed for Under Siege.

He was also in a couple other Andrew Davis movies - The Fugitive and Chain Reaction.
