Is Scar the best Disney Villain?

Never heard of Maleficent. She has her own films.

I actually read about a debate (on imdb, no less) as to which Disney villain was considered the MOST evil of all, and it was a fascinating read. People started composing lists, based on the cruelty and actions of the various villains in Disney lore, and I noticed a common trait in all of them. Maleficent, Judge Frollo, and Scar, all rank at the top for the things they did, compared to other Disney villains. Frankly, I'm not surprised, considering what Scar did.

I mean, the guy murdered his own brother, attempted to have his kid nephew murdered, stole the throne from his brother, made an entire kingdom miserable for who knows how long, and gaslighted his own nephew into believing that HE had killed his dad instead of someone else! That's pretty insidious if you ask me!
