I was wondering, on which episode where Parker was being persued by a cop who thinks he kidnapped Harry Osborne and was suspected of being one of the Goblins?

I'm gonna kidnap him. I'm gonna kidnap the President of the United States.

It wasn't a cop, it was The Punisher. The epsiode is Return of the Green Goblin from season 4.
