Back in the 1920s, when Miguel Primo de Rivera, Marquis of Estella, was dictator of Spain, the idea was put forward of allowing gambling in the vacation centers of Spain; Primo vetoed the proposal, out of fear of the Mob acquiring a foothold in Spain.
Considering what havoc Siegel, Rosenthal and Spilotro brought to Las Vegas, and Lansky to Cuba, the fears of the Marquis were obviously well justified.
