shoddy police work (spoilers)
When Mills and Somerset are in John Doe's apartment they find a receipt to Wild Bill's. Somerset even says this is the only real clue they have. So do they send somebody over there to stakeout the place, etc. No, they wait until the following day when the owner tells him that the John Doe came the previous night to pick up the item.
