Better or worse?

I never liked WW.
Is this cut any more watchable?

Well if you never liked Waterworld then you propably wouldn't like the ulysses cut. It runs for almost 3 hours. I don't think that it makes the movie any better, but if you are like me and love Waterworld, it is fun to watch the longer version.

It connects some scenes much better than the theatrical cut.

I've seen the theatrical cut on Netflix once and it was... meh. But the Ulysses Cut? Totally worth it.
