Is that what you call a Mid-Atlantic accent?

I don't think so - I don't think there's any English (British) in there at all. I would describe it as "effete American".

I think it's more a collegiate accent or a combination of accents.

Lithgow graduated from both Harvard College and the London Academy of Music and Dramatic Art. Although he's playing it up in the TV show it's not too far off from how he speaks in general.
