Were the special effects intentionally bad ?

They were average for a medium budget film... the early CGI of the sub and helicopter were rather hideous. Make up and sets were decent for a movie of this budget.

Apparently the special effects company that worked on the movie was in the midst of being closed down and was bleeding employees at an alarming pace. That movie really got the short hand of the stick on that front. I don't think it was intentionally bad.
