Because Mr. Brocklehurst wanted the children at the school to be very plain and humble, as fitting their position.

I once read a very good psychoanalasys of the scene as written in the book, and the author suggested that Mr. Brocklehurst was offended and threatened by her hair. It was long, red, and curly, and indicated wildness, sexiness, and passion to him, and he felt threatened by this, and so to subdue the owner of the hair and bridle that passion, he had her hair cut off.
