Who was the actor with Frank at the news stand?

When J and K arrive at the news stand to meet Frank, there is a tall pale man with long hair behind the news stand with Frank. Does anyone know who this actor is? He is often mistakenly identified as Richard O'Brien of Rocky Horror Picture Show fame but that is not who it is. He is not listed in the credits nor can I find a listing for this character. I've searched all over the internet and all I've come up with is that it's not Richard O'Brien. Who is this mystery actor?

I've always thought he was Richard O'Brien with a few years added.What has convinced you that he was someone else?

He is played by Harsh Nayyar. He's got tons of make-up on, so it's hard to see he's an Indian guy.

Actually Harsh Nayyar plays the guy that Edgar asks where he keeps his dead.

I agree, I always thought the guy who is at the Key booth with Frank was Richard O'Brien, but he isn't in the MIB credits and MIB isn't listed on his IMDB page even as Uncredited.

I actually just came here to see if anyone else was wondering the same thing and if anyone had confirmed the actor.

I love how unique he looks and would love to know who he is.

I always wondered if he was an alien. He doesn't even flinch when Frank(a dog) starts talking. Nor does he seem interested in the MIB or what they are doing to Frank.
