shareThat guy is Richard O'Brian, notable for his performance as Riff-Raff (an alien) in The Rocky Horror Picture Show. He is dressed as his character in that movie.

I watched Men in Black for the first time after seeing The Rocky Horror Picture Show for the first time. I laughed so hard, I headed here right away to talk about it. You see, Frank's introduction has always been one of my favorite parts of the movie, but now the humor of the scene is more complete for me.

The guy at the bottom of this post figured it out. The actor died in 2014.
