Better Film: Star Wars Episode I: The Phantom Menace (1999) OR Star Wars Episode VI: Return Of The Jedi (1983)?

I'm going with Star Wars Episode I: The Phantom Menace (1999) on this one.

Return of the Jedi bests it handily in almost every way. Even if you compare shoehorned kiddy/merchandising characters (Jar-Jar vs. Ewoks), I'd rather have Ewoks.

It's tough. I didn't grow up with the OR and was only a very casual fan, having seen them on VHS in the 90s. Ironically i always liked ROTJ the most as a kid but as an adult I can objectively admit that it's the weakest of the OT. The Luke/Vader/Emperor confrontation & Vader/Anakin's redemption arc completely saves the film from being mediocre to being a (flawed) classic. I think more ambition & creativity went into TPM but there were a few decisions made that held it back but still a flawed classic IMO. Might be a tie for me.
