Blaster fire couldn’t penetrate the Gungans’ ray shield, but the battle droids walked right through it. The Phantom Menace novelization explains how.

That's a dumb question. It's a superfluid of science fiction. You can walk through it but it can block blaster fire because that's what it's designed to do.
