shareI think they were working for the Senate. I seem to recall that Chancellor Valorum was the one who asked them to be ambassadors for the situation on Naboo.
Even in that era, the Jedi Order didn't have their own transports and [non-force-sensitive] people doing menial tasks for them at the temple, so they often had to rely on others to do favors for them, including providing spaceships to go places. Due to their reputation and all the things they had done for people in the Republic, it wasn't too hard to find people willing to help them out with various off-world tasks.

shareFun trivia for you: the actor playing the pilot for that transport is also the same one who plays Nute Gunray. He's the one who notices the guns and yells, "Captain! Look!" It's kinda funny in the first scene, when the pilot and captain are talking to the viewscreen to Nute Gunray, because technically, it's the same actor talking to himself, hehehe.
