Question about Homer (Spoilers)

I just saw this movie for the first time, but i missed the beginning. I didn't really like the movie, but then again, it's not my genre of movie. But I had a question. Was Hower a retard, because he was really dumb. Maybe they said it in the beginning of the movie, but i missed that. Like when he said to Mr Rose he had sex with his daughter. That was dumb. And he said and did some other really dumb things.
So yeah, was he retarded?

Homer was being brave when he asked Mr. Rose right out the question that he wanted to know . no " hey there buddy , did you know that Rose was pregnant , how uhh do you think that might have happened?" No ..
He was hurt and angry , He loved Mr.Rose as a friend and mentor , he was mad .
He was sheltered but he was very smart . He felt betrayed in his heart . If you have ever had a friend that did something you deemed unforgivable you might understand the bravery of that act .
