Well, actually, the Samurai Cop DOES win, technically, in this film... so...
but I'd vote PSYCHO COP as winning. Since he is possessed by Satan (ps: highly reccomend PSYCHO COP 2, probably one of the best "bad movies" ever. Avoid the original).
What about Beast Cops, Vampire Cop, Angel Cop, Zombie Cop, etc?
