Imagine "Lethal Weapon" being remade by Ed Wood in the early 90s.
With elements of action, comedy, slapstick and even a little bit of Samurai elements thrown in for good measure. So bad its good, I give it 7 out of 10 and I actually quite liked it.
Although it goes with saying that even in its own trash movie B level category, it could've still been a little more and thus may have rated even higher, I still enjoy the movie enough for what it is and it is a lot of silly, trashy fun, and the many obvious continuity errors here actually add to its overall guilty pleasure status and amusement value.
