Edited Version on DVD anywhere?

Hey, all!

After watching Millennium Actress I decided to check this out. I saw a very grainy edited version of Perfect Blue on Youtube and figured I'd make a purchase. Then I caught a few clips of the unrated version, and I must say I actually prefer the tasteful cutaways of the edited edition - IMHO, the viewer can easily get the point that Mima's being objectified without seeing the poor girl violated ad infinitum.

So here's the question. Only the unrated version is available in the States on DVD. Does anyone know offhand if the edited edition exists on DVD outside the US? I suppose I could buy it, rip it, then re-encode it from PAL to NTSC so it'll play on my DVD player...I think.
