There's no indication in Ringu that anyone other than the four dead teens, Ryiuji, Yoichi, Reiko, and her dad saw it. The grandpa let the curse kill by not making copy and showing it to another person. The tapes were destroyed. How the hell did it start circulating amongst Japan's youth?
