How did Frank know Carl wouldn't open his wallet?

He knows how to read people? It's been awhile since I've seen the movie, but if memory serves, he basically plays it so cool that Carl believes him based on demeanor, I think.

Frank didn't know that. It was a gamble. Also, soon after handing the wallet, he runs to the window and says "look, that's my people taking the paperhanger away!"

What I don't get is when Carl offered him the wallet back why didn't Frank take it? That was how Carl figured out Frank was the guy. Did Frank just want to mess with him?

He was scared, you saw his facial expression as he sipped the water. He wanted to get out of that room ASAP, so he said screw the wallet; don’t spend that extra few seconds in there with Carl.

But Carl offered him the wallet back and Frank didn't take it. Why? Carl would have been none the wiser that Barry (Frank) was the guy he was after.

He didn’t take it because he was panicky / nervous and just wanted out of there ASAP. It was a mistake to leave the wallet, yeah. But the movie gave the cause of the mistake.

All he had to do was reach out and just take it, it would have saved him a lot of hassle later on.
