Wouldn't it have been easier to just forge the document he needed?

I still didn't quite see what the moral dilemma was there. I'd understand if they were forging a document that didn't already exist, but it was a document that was already made but just out of reach when they needed it most. Only reason I see for him not to go for it was the possibility of fraud.

I actually took the "ethical dilemma" of reconstructing a real document (vs. faking a non-existent one) was a side-track designed to get Gavin suspicious about his bosses' motives. It got him wondering what they were trying to hide.

But on its face, the forgery would have been illegal and unethical, yet would indeed follow the spirit of the original document. It was the original document itself that was suspect, once Gavin pulled the alarm and peeked at their files.
