Are the characters (not regulars) way too stupid or way too arrogant?

Just watched the "Money Plane" episode, and Sean Walsh (Greg Evigan) the transportation guy for the foundation when confronted about moving the dead body. He claimed "I just move stuff, I don't care what it is", and used that as an excuse to vindicate himself. How stupid can a character be? I think most of the characters are dumbfounded by the investigators who bust them, when trying to justifying their felonious actions,

They have to rationalize any and everything they do feeling it's excusable in their opinion!  

Others have pointed out that this show isn't suppose to be as realistic as say "SVU" and should be considered more fantasy than even an irregular stretch of the "dramatic license" for most dramas. Even if it is considered fantasy, it seems like it was overseen by Caruso to make his character look like a cross between Dirty Harry and Mother Teresa. "SVU" seems like it is moving in that direction too, or maybe is already there.
