So who busted the deal in the beggining?

I'd always assumed Diaz was behind it. At least that's what Cortez implies to Tommy.

yeah but we never get any proof of that. And what happened to the money anyway?

That's true, everything is circumstantial.

But if Diaz is truly Vice City's "Mr Coke", it's fair to assume that he would be behind it, or at least knew who was. If somebody does a major coke deal in Vice City, Diaz will surely know about it. And if it happens without his say so, it's also a fair bet that he would find a way crash the deal.

There is certainly enough evidence in the game to support the idea that Diaz doesn't like competition.

it was sonny foreli! he set up tommy so he would have to get him his money back in vice while taking over! so he could then eventualy take tommy out of the picture and run vice himself as well as taking tommys buisness's and assets! thats the impression i got!

as in the seen were tommy calls sonny he has a suit case full of coke on the table and money so it looks like a set up!

Hmm, interesting... that would also make sense, especially regarding Lance's sudden appearance and eventual betrayal of Tommy right at the end. He would probably have been working on Sonny's orders from the beginning.

But in one of the missions for diaz, where you work with lance, he clearly says "it was diaz who busted our deal, so why the hell we runnin errands for him?"

He does indeed. Although if he's working for Sonny by this point, he could just be spinning Tommy a line.

Diaz is still the likeliest suspect, though, and the way the plot progress, I think we're meant to believe it's Diaz.

I feel the same way, that Diaz short circuited the deal. Sure, Sonny sent Tommy down to Vice City, but the guy who knew what moves were being made in Vice City was Diaz. Additionally, if one was to consider the events of the prequel, Lance has already worked with Diaz and has spent time in Vice City.
I don't completely dismiss the Sonny theory, but just because Sonny has a ton of coke laying in front of him when first speaking to Tommy over the phone doesn't necessarily mean he was in on the setup. After all, the plan all along was to have Tommy establish mafia turf in Vice City, as explained in the opening cutscene. Unless the Tommy character was unaware of this, and just thought he was in Vice City for the one deal by the docks.
