She's no one in particular, just part of the boxart and promotional artwork for the game.

It's the latina twins that (I believe) belonged to Ricardo Diaz (the hot tempered) but highly regarded drug lord who lived on Starfish Island. (Damn, that's what I get for being a fanatic back then)

I believe she is supposed to be the stripper in the Pole Position cutscene with the cowgirl hat on and she becomes the bartender at the malibu club - you can tell its supposed to be her by the way her long black hair hides the one side of her face.
