Yes: Had he used it in the middle of the Army it would have caused serious damage but nobody would have known of the plans of the Machines till possibly it was too late.
No: Because it was the responsible thing to do, he got the message to the last city of Zion. It would be different if their was other cities, that could carry on the legacy of Humanity, but that was it so I commend the Idea that he made the right decision
