In Season I, Episode 14, the Major is wearing an unusually skimpy outfit in a meeting in Aarakami's office. Here is an excerpt from the dialogue:
Aramaki: By the way that’s some getup. Are you trying to attract my attention with your wardrobe?
Motoko: Of course I’m not. I just... don’t have a choice.
Could someone please explain the Major's response? Is that some sort of inside joke?
I assumed it was something about her clothes being the wash, perhaps 'cos they were dirtied from being thrown in the trash from the bust. Although she wasn't wearing her usual outfit then...anyway, that was my best guess.
Unless she subconsciously knows she's in an anime and so her wardrobe is dictated to her by the demands of fanservice.

That's more along the lines of what I was thinking. But being that this is my first exposure to Ghost, I wasn't sure.
