this whole thing (at least according to wikipedia) is all supposed to take place in eastern europe, right? so why does everybody sound american?

No, the places that the game takes place in is in an Eastern-European style. Plus it doesn't hurt that the company is based in Seattle, so they're not going to go over the top and out of the way to get some different sounding people.

I think they are americans, But have been relocated by the combine.

City 17 and the other places in Hl2 are eastern european influenced but half life 1 took place in black mesa research facility in new mexico so the characters have been relocated in the time gordon freeman is in stasis.
