did this film cost Owen Bond?

i knew of this film over the years but never watched it (or most of it) until last night when i came across it on tv. and yeah the performances are powerful and Clive Owen is good but i just wonder if say Barbara Broccoli watched this when making the final decision on whod be Bond (this film came out when decisions mustve been made for who to pick for the new bond and owen was definitely the favourite in the media and with movie fans) and just didnt like what she saw.. idk like maybe Owen was too angry for Bond or something ..too cruel or maybe too over the top. maybe she could see him playing certain scenes for Casino Royale similar to this etc. or maybe he was too obvious for Bond and she wanted to go with someone abit less obvious or 'left field' or quieter/more subdued,.. but ultimately maybe she just really didnt like this film and it put her off Owen (it is quite a horrible film)
