There are people who were raised not to ever use certain words.

Better to remain silent and be thought a fool than to speak out and remove all doubt.

I think it means that black people who live in America or Europe have at least (in their eyes) developed some American/European characteristics which they think make them more civilised (but still *beep* whereas Africans are primitive and not worth worrying about

He means the west care less about him than a black western citizen.

By ni**er, he's referring to African-Americans, whom are citizens of the United States, and are thus worthy of attention from the government.
Africans don't get the same attention, not being American.

He was expressing how those in the U.N. And other liberals viewed blacks in Africa. He was pointing out that for as much disdain as he and his ilk held for blacks in Europe and the west, they held even more contempt for blacks in Africa.
