They don't seem like the best idea for a place that probably doesn't have a fire department

Not that I care, an awesome scene like that is worth a few house fires!

Why do you think they don't have a fire department? Firefighting services have been around for centuries.

Well, modern-day fire departments had to come from somewhere. Even the old Romans had firefighting services.

What kind of firefighting services would there be back in Tangled's time?

Probably like our world had in the 18-19th century. Primitive hoses and pumps did exist already, but mostly buckets with water were used to put out fires. Corona would definitely have a fire brigade consisting of volunteers.
