Well, modern-day fire departments had to come from somewhere. Even the old Romans had firefighting services.

Probably like our world had in the 18-19th century. Primitive hoses and pumps did exist already, but mostly buckets with water were used to put out fires. Corona would definitely have a fire brigade consisting of volunteers.
