Just lookin' for a place to go?!

The final scene where Riley looks through his nocs and spots big daddy and Pretty Boy was about to shoot them and he stops her and says, "No don't. They are just lookin' for a place to go." WHAT?! Are you now looking at these things like they are human?! WTF! Plus you know he knew Big Daddy was one of the smart ones and to leave him alive would be a bad idea. There was still people behind that were going to have to deal with him.
