Although the premise is so wrong because there can't be a black hole on earth otherwise it would suck us all in and we would all die plus nuclear bomb wouldnt help but its a movie and its on film so be it.

Theoretically there are micro black holes, they can be any size. A black hole is just a spot of mass with gravity that has an escape velocity faster than light speed.
