Why can't Bullseye speak?

I guess the only reason would be because he's a animal right?

But how come Slinky, Ham and Rex can speak?

They're all animals.

I always thought Bullseye acted sort of like a dog, and was loyal to Jessie (and then Woody too). So maybe he could be considered a pet (a very smart one, though), and didn't need to speak. Just a thought...

Bullseye can speak, but not very loudly. He's a little hoarse.
