A chav is not somebody who necessarily lives in council property or is working class; it is more a lifestyle choice.

Poor old Essex and Liverpool have a reputation for chavism (if such a word exists), but I can tell you that the people who mock these counties probably don't take half as much pride in their appearance as the 'chavs' they mock.

Basically too much make-up and spray tans can make you a chav, whilst, conversely, not paying any attention to your appearance can make you one too! In a nutshell, chavs are seen as common.

I guess people just love to look down on others, maybe it makes them feel better about themselves.

Chav is British slang -- "a young lower-class person who displays brash and loutish behaviour and wears real or imitation designer clothes"

Council Housing is where lower-income people live. It's the British equivalent of the American public housing. (It's also called Council Estate.)

"Just working class" means the same in America as it does in the UK, so I don't understand your confusion with such a common term.

You didn't ask, but the "Rose Tyler" mentioned earlier in the thread is a fictional character from the British TV show Doctor Who. She was a teenaged shop assistant whose single mother lived in on a council estate. No doubt she would have attended a school very much like the one in Notes on a Scandal.
