'The Flock' or 'In a world without law enforcement'

There were about a dozen times the police reasonably should have showed up, or should have been called. I get that Gere's character is psychotic and would never call the cops, but what's Claire Danes' excuse?

Man bleeding to death from throat slash? Don't call an ambulance it's "too late".

Know where the kidnapped girl is being held? Don't call the cops.

Kidnapped girl rescued? Don't call the cops.

Partner drives off with murderer, probably to murder the murderer, especially don't call the cops.

In fact the only two times we see police in the film are 1 standing around doing nothing. Then 2, standing around doing nothing until Gere starts a fight because people are kissing. I wonder if he kills teens having sex at camps while on vacation.
