It is not known to history, but I believe the show implies that it's the fictitious John Fell in retaliation for the beating Dereham gave him.

Historically it was Thomas Cranmer. He wanted to deliver a serious blow to the House of Howard who sought to regain their prominence at court lost after the execution of Anne Boleyn. House of Howard was Catholic and Thomas Cranmer was against anything Catholic. The Protestant Reformation wasn't making any serious progress in England and he wished to eliminate potential threats.
