Who lied about Buckingham's fate?


Buckingham plans the murder/overthrow of Henry and gets arrested. Wolsey tells Henry it would be better to convict him of a lesser charge, banish him, take his wealth and retain the support of his friends. He assures Henry he can bring this off. Henry agrees to the strategy. Next thing we know, Buckingham is convicted of treason and executed.

Did Wolsey lie about being able to bring it off? Or did Henry lie about agreeing to the strategy and instead counter-influence the trial judges behind Wolsey's back? Other possible explanations?
