I read that GOT is about different types of leaders. I noticed there is no Hitler type leader who has killed based on religion, race or ethnicity which is common throughout history. Is it an oversight on Martins' behalf or didn't he want to go there?

shareCersei isn't motivated by race, religion or ethnicity. Neither was Aerys The Mad king for that matter. There really isn't a Hitler archetype. The closest would be The High Sparrow. But he didn't live long enough to become a genocidal madman.
