Is the Night King with long blonde hair a Targaryen?

The night king with long blonde hair looks like he could be a Targaryen.

Or he could have been an older guy with white hair when he was got.

When the Targaryan arrived in Westeros 300 years earlier, the WW hadn't been seen for so long that everyone thought they were a myth. So Targaryan members are unlikely.
