of 2 counts of Obstruction of Justice. (Lying to the police during the course of an investigation)
Apparently, years ago, he walked into the police station, confessed to murder and then after wasting some detectives entire day, he says "J/K", "You've been punked".
No way they let him loose without charging him.

After wasting the police's time again and threatening his family, Detective Baxter should have no trouble sleeping at night, even if the murders continue.

It may be Rami's first encounter with corruption that will likely lead to more and worse. It's a culture of cops corruption movie. If Leto was innocent, he's a mentally deranged man at least. Cops shouldn't be able to kill innocent people even if they're trying to do the right thing.

he's guilty of stealing OUR time:

"hey cop, im psycho, but get in my car and I will make you dig an empty field alone.... walk behind your gun....."

Gah! Not sure why they filmed a FIRST DRAFT script.... just insanely dumb
