I swear this gets asked every two months.
The homeless woman is Emily (Brooke's mom) who died in a car accident that happened when jax's dad hit the semi. She's always around during poignant moments so she represents the angel of death in many ways.

Like you, I viewed her as the Angel of Death. And if I recall, only the Tellers could could interact with her. But didn't Kurt Sutter go on record stating that she is whatever the viewer wants her to be? share

Kurt Sutter is a God and a true mastermind in television writing, much better than Matthew Weiner, David Simon and Aaron Sorkin combined.
The character is supposed to be ambiguous, so up to everyone's imagination
