When this film was released outside of Sweden it was advertised as a "Horror" film, it also appears on many lists of "Good horror" films. Only relatively recently has IMDB included "Romance" as a descriptor, along with "Horror" and "Drama". Unfortunately, it doesn't tie in with many people's idea of what a "Horror" film should be, and therefore they feel that the film fails at being a "Horror" film. The reason it fails at being a "Horror" film is because it isn't really a "Horror" film, as you point out.
Fans of modern "Horror" films expect gore and jump scares, when they don't get this from Let The Right One In they complain, which generates a debate about what this film really is.
