So why did Nixon look like a derelict in his last scene?

Because the Watergate scandal was spiraling out of his control and catching up to him.

I think the impression was meant to be that he was drunk off his tits - because of the Watergate scandal.

Well...he was a broken man.You know.

Even though he seemed to mostly suck it up for his actual resignation speech.

That was huge on TV, that speech...live around the world, just like an Ali-Frazier fight.
