...but incest is just fine??

The parents being over-protective explanation doesn't work AT ALL here, and not only in this regard.

Their only concern is restricting the childrens' conception of reality to whatever they deem fit. External media is a direct threat to that. Incest is most certainly not.

Because everything from outside is bad, while everything inside--in the weird world created by the parents--is not bad. Sisters are in the world, therefore not bad.
