Britta, A Rare Satirical Progressive Television Character
There's Lisa Simpson but I can't think of another recent live action sitcom example. The last one to pop to mind is Meathead aka Mike Spivak from All in the Family.

shareThere was a little bit of that in Lindsay Bluth for Arrested Development. She had a bunch of causes that they made fun of her for but she was much more of an egotist even than Britta.
They will bend the knee or I will destroy them.
Good one. Lindsay is like your classic Hollywood progressive who still treats the help poorly, avoids paying every tax they possibly can and is in reality preoccupied with superficial stuff like fashion and appearance. Britta is more of your sincere idiot type of progressive living off of her parents, spouting crazy conspiracies and having never really thought about anything to any depth she claims to have interest in.
shareThat's true. I really did like how passionate she was in season 6 about letting the comedian perform (even though she didn't like his racist jokes) just because she understood that freedom of speech doesn't only apply for what we want to hear. She even compromised her privacy in order to defend it. She was great in that episode.
shareIt's moments like that that give Britta a lot more integrity than other college activist types. Most of them would not be interested in free speech.

I'm only familiar with Parks and Mindy. Who is the satirical progressive character in either sitcom?

So none of the characters.

The entire show Parks and Rec is a progressive satire.
I agree with Knope not being a satirical character but I also agree that Parks and Rec has a lot of satire in it (a lot of the comedy is satire). I wouldn't say any of the main characters are written in a satirical way though so the comparison to Community (with Britta being a main character) is a bit off to me. The satire in Parks and Rec is generally the hypocritical people they encounter in the show, or the overly sensitive activists that are extremely prominent in society.
Actually you could say Leslie's extreme devotion and love of Pawnee is a form of satirical exaggeration. You know those people who are patriotic to an extreme degree and claim their place of birth to be the best place in the world, despite seeing and dealing with the huge problems in that place. And Leslie is all about the government being a major part in a functioning society, to her the Government and committees are the best things ever. So she is progressive. But I wouldn't say the progressive side of her is satirical, if that makes any sense.

Dee Reynolds in It's Always Sunny? Early seasons more, but we still see that side of her sometimes.
I'd say if Lisa Simpson counts then so does Leslie Knope. Lisa is perfectly competent and well-informed.
Maybe Diane in BoJack Horseman could be added here too - and that's Alison Brie!! For another variation on it, there's that British cheetah dude whose name I forget that wants Diane to document his "heroics."
Sometimes Leela in Futurama will take on such a role.
If you're looking for someone whose meant to be shown as actually dumb though like Britta, I'd say early seasons Dee is probably the closest.
Dana Foster from Step by Step
...Judy Funnie from Doug, though not live action.
For someone so self righteous in her feminist bullsh_t and seemingly lefty persona, a lot of what she said is a libertarian's wet dream.
They will bend the knee or I will destroy them.
"All in the Family" means different things to different people. Some think Archie is the hero, for others, it's Meathead.
