Should this have recieved an editing Oscar nom?

As an editor I like that idea, but foreign films are usually not eligible for any Oscar category besides Best Foreign Film. If I'm not mistaken this is because the other categories require a commercial release in the US before consideration for nomination. Many foreign films only get this after an Oscar nomination, generating enough buzz and interest from US distributors. Either way, I don't if there's ever been a Best Editing nomination for a non-American film.

I've got a list of every foreign language movie nominated for any Oscar besides Best Foreign Language Film, in case you're still interested.
The ones nominated for Best Editing were:
-The Diving Bell and the Butterfly
-City of God
-Crouching Tiger, Hidden Dragon (as was mentioned)
-Life Is Beautiful
-Das Boot
-Z (only winner)

And I agree, "Footnote" had some great editing.
